1. You did study 12th and then went into the diploma :-- You can appear for JEE just like any other student who did his/her 10+2 exam. Given you met other eligibility criteria such as age.
2. You want lateral admission:-- In that case NIT/IITs won't accept you, as they don't allow for lateral admissions. And then you can apply to other colleges based on JEE Mains score. But most if the universities take lateral admission based on your performance in the diploma, so JEE will be a futile exercise for you.
