You can apply for both NEET and JEE if you have filled their respective eligibility criterias. A minimum of 75% marks in diploma is required for JEE eligibility along with other criterias. For NEET eligibility percentage of class 12 will be considered.

You can appear for both JEE and NEET . But for JEE exam your diploma degree will be considered which is considered similar to 12 th degree . And for neet your 12 th degree of PCB will be considered . So this make you eligible for both exam .
