Yes of course you can take any subject as an optional subject in UPSC irrespective of whether it was there in Your graduation or not.

I would suggest  you to choose the subject in which you have good command and interest. Because the study of your optional subject in UPSC is equal to having graduation in that subject , that is you have thoroughly read that subject and must have your good command in it .

So choose the subject in which you are comfortable and interested . otherwise it would really difficult to read it in depth.
