Yes, Category rank is taken into consideration in JOSAA counseling.

Whatever the seat allotment you will have it will be based on your category rank. It is not that other counseling like CSAB do not gives reservation benefits but they show the general rank in the list but in JOSSA cutoff portal you will find that your category rank is written.

So while you are checking the cutoff of previous year from any sites then keep in mind that category rank is being shown if you have selected a category.

The Josaa counselling process is the official process through which a student gets admission into some of the top government Engineering colleges of the country such as the National Institute of Technology, Indian Institute of Technology, Government funded technical Institutions, and Indian Institute of Information technology institutes.

The Josaa counselling process comprises of around 6 to 7 rounds and each student gets a option to either slide, freeze, or float his is provided college option. These candidates are provided the seats based on the total number of applicants registered for the counselling process, his category rank if belongs to reserved category, and his referred list of choices submitted.
