No there is not a problem if you choose Delhi as the state in which you are appearing for the exam even if it is not your home state
Please ensure you do have the domicile of the state in which you are aiming to get a medical college from if you are availing the 85% state quota seats via your Neet rank

No, there is no problem if you choose the Delhi as your exam centre.
