l am from St category my score is 181 what l got seat of mbbs in government college

Even though you have got the benefit of reservation for ST category, yet your score is too low to secure you a seat in government medical colleges be it in any domicile. There is no chance even under the All India Quota, as the cutoffs are more high for these.
You need to try in private colleges only.
