Dear Sanjana, if it is about Choice filling of Round 2 All India Counselling, the process will start after 6.00 pm from 12th July, 2019. The same information is being displayed on its homepage as a scrolling. Please visit their page to confirm the same: https://mcc.nic.in/ugcounselling/

It would be really helpful if you could let us know about which website you are talking about, so that we can look into the matter and do the needful.
The official website of NEET All India Counselling i.e.,
http://www.mcc.nic.in
has stated that the Choice filling for Round 2 would be starting shortly after 6:00 pm on 12th July 2019.
