If you scored 65 percentile in JEE Main and belong to the SC category, you are eligible to participate in JoSAA and CSAB counselling, as the SC qualifying cutoff is lower than the General category. However, the CSAB NEUT (North Eastern States) quota is available only to candidates who are permanent residents of the North Eastern States or certain Union Territories. If you are not from those eligible regions, you cannot claim the NEUT quota.

You may still have a chance of getting Civil Engineering through your Home State quota, SC reservation, or in NITs, IIITs, and GFTIs, depending on your JEE Main rank, home state, and seat availability.
