As of now, the result of NEET 2019 hasn't been declared yet which is supposed to be out on 5th June'2019.
Hence the procedure of Counselling can't yet be finalized.
As soon as the result is disclosed, the NTA official site wouldn't take long to begin the procedure of Counselling and a new document would be uploaded mentioning about the rules and regulations of the procedure along with the the Important Dates.
I would suggest you to keep an eye on the site in order to be thoroughly updated about the ongoing.
