MCC decides which are subsidised seats and which are not subsidised seats. These are the 2 types of seats available for General Category students. The difference is in the fee structure. According to https://mcc.nic.in/UGCounselling/Home/ShowPdf? , the subsidised and non subsidised seats are assigned to Candidates by the College authorities depending on the NEET merit and rank of the Candidate.
