M.S university allow the drop to apply B.E cource after the compate diploma.

Usually how it works is, you complete a three year diploma course, after which you will be allowed to attend engineering from second year (without the first year). So it will be a total of six years (three years in diploma and three years of engineering.)
In my opinion it is better to complete higher secondary first and then take up engineering.
