To apply for upgradation of the college and to participate in the 2nd round you have to visit the college which is allotted to you in the 1st round of counseling.
You have to inform the college authority, in person, that instead of freezing (confirming) the admission in that college you want to float (upgradation) and want to again appear in the 2nd round of counseling.
