my 12th marks are 63 in biology 50 in chemistry 38 in physics and 21 in mathematics..will there be any issues in counselling after i clear the cut off marks of neet

You didn't mention whether Mathematics is your additional subject or not . Nevertheless, if your result status is pass then there's no problem and you will be eligible for neet examination as marks obtained in Mathematics are not to be considered for eligibility for admission to Undergraduate Medical Courses like mbbs etc. Your aggregate score in pcb is 63+38+51=151 i.e 50.3 % so you are eligible for neet examination and thus you will not face problems during neet counselling .
You can check the neet eligibility criteria provided below :-
50% marks taken together in Physics, Chemistry and Biology/Bio-technology in your class 12th board examination from a recognized board if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories , 45 % aggregate in pcb for pwd category.

my result status is pass but in physics i got (9in theory and 29 in practical) that means i did not pass in one of my pcb subjcts..that's why i am asking you again that will three be any issues to take admission in any medical college if i wuld clear the cut off marks of neet
