First of all, in question it is not clear that whether your brother sc rank is 63 or 27576. If your brother sc rank is 63, then he can get any nits of his choice, even the top ones.

But if you brother has secured 27576 sc category rank, then it's impossible to get any nits or iiits.

If he belong from home state of some nits then by applying his home state quota there is a chance to get some lower nits like, nit sikkim, nit Meghalaya, nit Manipur, etc.
But he can not get good and top nits like nit Jamshedpur, nit trichy, nit warangal, nit durgapur, etc.
And if he is an other state student, then there is no chance for you to get a nit or iiit in josaa all rounds counselling.
