Hello,
Dropping for a year to prepare for JEE is not a bad idea. Many students do that and many got succeeded also. Since you didn't gave JEE mains this year, your chance for getting in good Govt. Engineering colleges is low as most of the government colleges only accepts JEE Main for admission. As far as partial drop is concerned,it would be very difficult to simultaneously manage both college classes and Jee preparation. If you can able to manage that then only you should go for partial drop.
Thanks!!!
