I am so sorry to tell you that with a 20,000+ rank there is not even a pint of a chance that you will a seat into CNLU Patna.
The results this year have been so so unpredicted and students securing all india ranks of even 1000 are struggling to secure seats.
I would recommend you to wait till last lists, see if you have any chance, which seems unlikely and then start preparing for CLAT 2020 and give your best to it.

Last year the closing rank for scheduled caste has been 20460. Considering you have your Bihar domicile and that your rank is closer to the previous year cut off, you may get a set in CNLU, Patna. But still, do keep in mind that the cutoffs vary every year and decide accordingly. All the best!!
