In an Indian competitive exam like JEE/NEET, the state from which the candidate has passed class 12th(Board Exam) is considered as his/her home state. In NITs and Government Medical Colleges certain percentage of seats are reserved in home state quota unlike IITs or IISERs.

According to AP EAMCET 2018 Eligibility Criteria , a candidate should be of Indian nationality. Persons of Indian Origin (PIO) and Overseas Citizen of India (OCI) Card Holders were also eligible for admissions through AP EAMCET 2018. So, yes, I think your nephew is eligible for AP EAMCET.
