my crl is 24000 can i get cs in good govt. college?

At a rank of 24k, you will surely get a good NIT ( not the top ones) with a good branch other than CSE, and above all, you have not mentioned your home state so I cannot predict clearly the best college you can get, but the chances of getting Computer Science & Engineering in any good NITs are not fair at this rank. Because you need admission in a government college, I would not be suggesting you private colleges like Thapar, LNMIIT, etc., where you can easily get CSE at this rank. I suggest you, to target for new IIITs and lower NITs.

You will surely get your desired branch in these colleges as per last year's 7th round counselling results. There are chances of getting a better college in the spot rounds conducted for the vacant seats in the colleges, so do remember to participate in that.
