Dear Anubhav, MCI doesnt give eligibility certificates as such. It is a Medical Council of India which takes care of administration of Medical Colleges. For appearing for NEET, you should be atleast 17 years of age by Decemeber 31st of the year of admission. And NEET is mandatory for you to study Medicine even abroad.
