My domicile is assam stat but AADHAR address is presently residing stat of uttarakhand can I be appear for neet and eligible for assam.

I don't think that is possible. A simple way I can suggest is get your aadhar card adress changed before admission process so that there will be no issues. You can also ask the same query to CBSE by mailing them. Email address is provided on NEET Official site!
