Hey!

No you don't have to apply for a separate Central SC certificate for JoSAA counseling even if your domicile is delhi but the SC certificate is from Himachal pradesh. JoSAA will likely accept your SC certificate from Himachal Pradesh if it meets the requirements like it's valid and in the required format. The central SC certificate is mainly required when you're applying for a job Or any governmental sceme JoSAA generally accepts this type of cases.
