my EWS certificate is from A.P state and i writing mains from telangana state now while counselling which state will come under my home state and is there any problem by having EWS in another state and writing exam in another state

It will not be any problem. You just need to have your EWS certificate in the format given by central government or NTA. And it should be signed by higher authority like DM or SDO. The state of eligibility is the state from which you have done class 12. It is not your domicile and certificate can be from your homestate or domicile
