My expected marks587gen Ews can I get gov. seat in Karnatka -Telangana or Maharashtra via aiq

This year there are greater chances of cut-offs increasing, also the marks vs rank has gone through a drastic shift this  year with an increase of 30-40 marks, though last year cut-offs for UR in Koppal Institute of Medical Sciences has been 409 marks with all india rank of 119996, other than this it seems tough, cutoffs vary every year based on multiple factors such as seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.
