Frankly speaking with a score your friend is expecting, he/she can't get a medical seat in the states you are expecting through the AIQ and state quota both.
However as she/he belongs to the reserved categories she can give it a try in the private Deemed Universities.
To know the private colleges she may get according to the score he/she is expecting try out the college predictor.
