MHTCET will conduct it's counselling and it will be of three rounds and a spot round is generally conducted every only if the seats remain vacant. So as your obc rank is 83600 still you can participate in the counselling.
Candidates who will be taking admission on the basis of JEE mains scores are also required to take part in MHTCET counselling and pay the seat acceptance fee.
