My jee mains rank was 45000 in obc which college will give admission to me in cs??

Congratulations for your rank in Jee Main, this times cut off of colleges is little bit high , so it will be difficult for you to take admission in any government college like IIT or NIT's. You can try private colleges, there are many reputated private college like BITS, VIT, RV college and many more.
