My marks in bio 61 in 12th in 2019 but it became additional subject , so can I give improvement paper then I may appear in NEET next year.

Yes you can surely do that. But then there's actually no need to sit for an improvement exam because 61 is actually enough if your focus is just NEET. If you want to keep some other options open, then you might as well want to give the improvement exam.

61 is beyond aggregate, so it's okay if you don't sit for improvement.
