My neet percentile is 77% can I participate in all India 15% quota. and what are my chances in getting into deemed university.

Check your results page in the official website. If you have managed to clear the percentile cutoff, then at the bottom you should Be able to see this line- "You are eligible to participate in counseling for 15% AIQ ".
