Yes you can produce a new mobile number in the counselling form. Because change of phone number or losing a contact number can happen with anyone. Changing your phone number won't be a big deal. They won't call you though except in cases of high emergency, which rarely happens.
Still I would suggest you to contact the authority through email before switching to a new mobile number.
