My NEET score is 144, rank is 656993 (class 12th-82%, class 10th-9.8 CGPA) Can you please suggest some medical colleges based on this info.

You have not scored well in NEET Exam, so getting admission on the basis of this score is quite impossible. You should try grtting admission through management quota, its the only way you can get admission into some good college. It is a getting a paid seat in a college.

I fall in the NRI category since i have done my 10th $ 12th both from a foreign country. Can i still get admission based on this rank in NRI quota?

As u say that ur neet score is 143 so.by this score sorry to say u cannot get any govt college but yes u can expect private nedical college but that also u will get through managemenrt quota bcoz from counselling it is not possible nd yes u can also apply for mbbs in abroad if u r interested.
