my nta score is 48.87 so does it mean that I am fail and m unable to do B.Tech? and What is my rank?

It’s difficult to predict actual rank or JEE advanced qualifying marks and for that you should wait till you give the April Mains too and get your best score. However, you may calculate your expected rank by this formula :-
100 - your total percentile score is the percentage of people ahead of you. 869010 are the number of candidates appeared for Jan exam. So rank formula is (100 - your total score) X 869010 /100. If the number of candidates for April exam increased to 1200000 then your final rank shall be (100 - your total score) X 1200000/100
In your case, your score is 48.87 and hence using the above formula your expected rank is 444,324.
It’s difficult to tell exact qualifying marks for jee advanced eligibility but to be honest your marks are very low and so you won't get most of the government colleges. Although, you can't say that you have failed the exam as still the April leg of the exam is there and only the best of two mains will be preferred so do not worry and work hard for the April Mains. Also, there are no chances for you to qualify for Advanced based on January Scores based on most of the category status but some private institutes may accept this score for admission and you can try out for them.
