To be clear there is no problem at all with choosing colleges branch wise. Many people do it, I have known people who have just done the same. Though, you should also think that not every branch has that much gap in closing rank. This might give you a branch you prefer but in college, you don't prefer. Like for me, If it is achievable, I would like to take NIT Raurkela above NIT Kurukshetra. So you can do that but keep in mind that some branches have syllabus very similar (ECE and EE, Mech and Production, etc), also I will not advise this method below top 10 NITs as college quality plays a more important factor in those situations.
