Yes, you can fill in any way you want to. If you secure the suitable rank you will get the top colleges. But your rank doesn't seem so. Anyways, you still can fill the choice.

But you might face problem because, you can get say, a branch or college which might not be prefered by you that but since you have filled in your choices, no one knows, you can end up somewhere else.

That's why do not fill unnecessary choices or Colleges/Branches which you might not get in any of the seven rounds. Check which you will get by tallying with previous year closing ranks. Fill only those choices which are favourable to you. Because if you fill in those, like a college you might not to take admission in or a branch you don't want to study. By chance if you fall into that, you have to either take admission there or opt out of the entire JoSAA Counselling Procedure.
