My overall rank is78560 and the obc NCL rank is 21729 will I get cs is a good college

I guess you are talking about your JEE Main 2019 ranking. Given the rank that you got overall or in OBC NCL it is difficult for you to get into any NIT or CFTI in all India basis. However, the state quota cut offs in your state might go low and my advice to you would be to apply for those.
