my passport size photograph in neet form does not have proper white background and i have submitted form is it ok??

Nisha, it may cause problem for you dear because as per nta guidelines your photograph should have white Background.
But you don't need to worry at all as if nta thinks that your uploaded photograph doesn't meet their requirements then they will notify you through your email address or mobile number you have provided while filling neet application form , so keep an eye on your email and phone.
And if you get notified by nta for your photos then you can make correction using neet correction window once it gets opened .Nta will open the correction window of Neet 2020 on 15th January and you will be able to make corrections till 31st January 2020. So , make sure that you make correction between these dates.
But if you don't get notified then you should relax and think that you are fine with your photos.
