Definitely you are eligible for jee main counseling .
All students having valid rank card of jee main are eligible for counselling.
As you belong to OBC category so even you can expect lower NITS like NIT manipur, Nit mizoram, Nit arunachal pradesh or many GFTIS in which you can make it.

Sir i ve got 80 percentile in general catagory .....wil i get civil or electrical from an nit

As obc cutoff for this year is 74% so you are eligible to give jee advance exam and also for counselling.
For better in sight of college which you can expect during your counselling will be best predicted by our college predictor who se link is provided above.
By this percentile its too difficult to get branch link electrical in NIT but if you can provide your obc category rank then may i can help you.
So please give your OBC- NCL rank and name the state which you belong.
