My rank in wb jee is 9300 . . Plz suggest me some govt. colleges . . Can i get any cs or it branch in this rank??

you have good rank and you can get CSE or IT course for Btech also if and only if you have reservation like SC or ST else not.  the CSE or IT Cutoff is below 2K and your rank is around 10K.You can apply for :-

• Jadavpur University for Electroonics Instrumentation
  
• Maulana Abdul  Kalam Azad University
  
• Heritage Institute of technology
• Haldia Institute of technology
  

you can apply for core branches and can get an admission for sure. If you are interested in any other college then you can go for it also.
