As i see that your rank is very high. That is not a good thing to get a good Colleges and get computer science seat.
But For studying computer science you need to choose a good College first.
There are so many private engineering Colleges which are known fOR CS Engineering.

no you cant get cse in GHU Hissar as your rank is far away from cut off.
