The cut off for admission in government colleges in Bihar uder the State quota for the BC category in the previous year 2018 was a rank of 15016 and a score of 519 marks.
The cut off changes each year due to several factors like level of difficulty or level of Competition etc. This year as the paper was easier the cut off based on marks will be higher than before.
Considering your rank, and the previous year last rank you seem to have less chances of Admission here. Do try in the counselling though the cut off might differ this year. But still chances are on the lesser side.

Well according to last year's cutoff you need to score a minimum of 540 marks to get into a government medical college in bihar.

But that score was for rank 15,000. And the last student that got admission in a government medical college in bihar with bc category had rank 15016.

So there is a chance that you may or may not be able to get admission in a government medical college in bihar.
