My rank is 3000 in jee main And opening and closing ranks for some 'x' college is 3500 to 4500.. AM I ELIGIBLE FOR THAT COLLEGE ?

Yes you are eligible to get admission in that college.Obviously your rank is better than the college's opening rank then they will give preference to you.But if your rank is better than the opening rank of that X college then i will recommend you to take the better option of the college who's opening and closing rank varies in your rank range.
