I hope you are doing good. Now Coming to your query, dear sorry to say this but with 4 lacs rank you can't get Government colleges in Tamilnadu not only Tamilnadu you can't get anywhere in India. Because even for ST category the cutoff rank is less than 1 lac under state quota also. So I suggest you go for some management quota seat.
