As you have mentioned that your neet score is 471 marks which indeed are very less to get a seat under 85% state quota in UP. As you fall under general category then you have some chances to get a seat in Dr. Ram Manohar Lohiya Medical Institute, Lucknow.

Dear Durgesh, in 2018 under State Quota, 469 marls secured a seat in Dr. Ram Manohar Lohiya Medical College under General Category. That was the cut off for 2018. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. Now this year it is speculated tgmhat cut offs in Government Medical Colleges will increase by 25 marks. In such case, a seat in a Government Medical College with this score is difficult.
