First of all in order to participate in state counselling of Bihar, make sure you fulfill the elligibility criteria to claim the domicile of bihar. Coming to second point, if you belong to general category the chances of you to get admission in government college is less because this year for first round of counseling the cutoff went 599. If you have any sort of reservation, it might increase your chances.
