Though he belongs to the ST category the chances of getting a government college is too less. But he has some chance of getting a seat in private colleges. So he can try in private colleges. But the chance of getting a seat in a government college is like negligible.  I cannot tell the exact colleges you can get as the cutoff varies every year.
