Dear Mr. Arora, you haven't mentioned your Category. Neverthless, if you belong to Genwral Category, your son should score 50% of top NEET score. It is 40% for SC,ST,OBC. For example, if the top NEET score is 500, for General Category it should be 250 and for SC,ST,OBC it is 240. So on these terms, for qualifying with a score of 173, the top scorer should have scored between 340-400 which might not be a possibility unless the paper has been pretty tough. Neverthless, we would suggest you to wait until the official Answer key has been released. And not all students really rememver all the questions they answered. The chances are fair that he might have even scored more than that.

Sorry but the chances of getting a govt medical college with this score is quite not possible. The competition level is very high and your son needs to score good to be on the safer side of securing a seat in govt colleges.
However he might get a private or deemed colleges with this score.
