my upsee genral rank is 2600 and obc rank is 637 what are my chances to get hbtu cs

No hbtu is now giving admissions with jee mains rank.......better use upsee college predictor for that.

HBTU is given through JEE-MAINS from this year.
So you can try for other gov. college
