As per the eligibility criteria for NEET  as of now, candidates are required to attain 17 years age on 31st december of the appearing year, and you'll attain the required age on 21st December, hence accordingly to this existing rules you will be eligible for NEET 2023, apart from this you need to fulfill other criteria such as pass/appearing 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects, apart from this there is mandatory criteria of PCB aggregate inclusive of theory and practical against one's respective category to be achieves such as 50% in case of UR and 40% in case of SC/ST/OBC.

as per the NEET official website, the minimum age to give NEET exam is 17 years, according the details provided by you, your age today is 13 years and 10 months and in 2023 when you will be around 17 years, so as of today's terms and you are eligible to appear in NEET 2023, but can't say anything because terms and conditions can be change.

As per the eligibility,  one should be at least 17 year on or before 31st December 2023. So, to become eligible one must be born on or before 1st January 2007.
