In 2018, the MBBS cut-off for government medical colleges in Tamil Nadu was between 591 and 643 for OBC candidates under the 85% state quota. If the same trend continues this year too then you won't be able to secure a seat in a governmnent college.
Also, the BDS cut-off for government dental colleges in Tamil Nadu was between 529 and 565 for OBC candidates under the 85% state quota. If the same trend continues, then you won't be able to secure a seat in a governmnent college.
However, the cut-offs fluctuate every year. So wait until the final admission cut-offs are released by the colleges.

The data is based on what Careers360.com has released after carefully obtaining information about all the colleges. The cut cutoffs in Tamil NADU went pretty high last year, even for the reserved category candidates. The cut-offs were high for the dental and private colleges too.
Your observation is probably all India quota, cut off, not state quota cut off.
