I am afraid that you cannot use the OBC NCL certificate of one state to any other state. If you are applying to any college out of state in all India quota then the certificate is valid. But, if you apply on a state quota to any other state then the certificate will not be considered valid and you will be treated as a general category student. Only the certificate of the state which it belongs to is valid in that state.
