Well let me tell you an interesting fact. If a reserved candidate can get a seat by his/her crl then he/she is considered as a general candidate and given the seat. But most of the times candidates fill a higher institute where they would not normally get a seat using their crl and hence their category rank is used. And you need not worry about vacant seats. There are thousands of candidates applying through JOSAA and its complex algorithm makes sure that maximum people get a seat they deserve.

No once you get a seat it will be allowed to you in that category only until you don't switch or go for other round.
